Penny Frost
Penny was first elected in 2014, motivated by a desire to play a more active role in her local community.
Penny was particularly keen to support residents at the beginning of the Ham Close regeneration project. Twelve years later, she is proud to see the new Community and Youth Centre and the Makers Barn nearing completion, along with high-quality apartments.
After many years working in Special Educational Needs, Penny went on to serve as the borough’s Lead Member for Education and Children’s Services. She is also greatly enjoying her years serving as the Borough’s Mayor, a role that allows her to represent and celebrate the community she cares so deeply about.
For more than 30 years, Penny has been volunteering her time each week teaching swimming.
Seamus Joyce
Seamus has been involved in local politics since 2012 and was a local councillor between 2018 and 2022.
Seamus has worked in Licensing at Westminster Council since 2008 and also deals with noise complaints both commercial and residential. Seamus is a trained Local Authority Liaison Officer working with our emergency services. He thrives in the dynamic ever-changing role.
Outside work, Seamus has been the operational lead for the busy Richmond May Fair for the past three year, and has now moved to the Richmond May Ball Committee.
Dermot Kelly
Living in the borough for 25 years, Dermot joined local politics in 2017 with values focussing on fairness and equality.
Passionate about education, Dermot's career includes lecturing in business management at St Mary's University and the Open University. Dermot has also worked as a voluntary literacy and numeracy tutor at Feltham Young Offenders Institution.
As a singer, multi-instrumentalist and master of ceremonies at Teddington Acoustic Music Club, Dermot contributes to building on the Borough's legacy of live music heritage.
